Cities have their unique ways.  Snow in Chicago, like we received Thursday, means that people who shovel out a parking spot on the street get to put a chair, or orange cones, or some object to place ‘dibs’ on it.  It’s theirs.  No one else is supposed to use it.  This is a long honored practice and John Kass, aka Judge Dibs, wrote about it in yesterday’s Chicago Tribune.
